How can you take lessons from this approach to reframe the issue on something that is real in your world? Is there a way for you to highlight the positives, or show the cost of not doing something rather than rehashing the points in the same context? Can you illustrate a new perspective to drive home your message?
Instead of going point/counterpoint, sometimes you need to shake up the arguments. Even if you don't do it in as risky of way as Troy, Michigan, learn from the essence of their strategy and infuse a new view into the debate.
